Four Steps to Advancement

  1. The Scout Learns: Develops the knowledge and skill
  2. The Scout Is Tested: Knowledge and skill is tested by an authorized leader
  3. The Scout Is Reviewed:  After completing all requirements for a rank, except Scout rank, a Scout meets with a board of review; get rank signed off on handbook and in ScoutBook
  4. The Scout Is Recognized: Scout is recognized at unit meeting and again at formal Court of Honor ceremony.

*It is important to note that a Scout’s advancement is that Scout’s responsibility.

Rank Requirement Process

1

Scouts should work with their patrol, Troop, PLC, and Individually to complete the necessary requirements for each Rank Requirement

* Both adult and youth leaders can approve advancement in Scouts BSA

* Parents or guardians are involved at home encouraging, mentoring, and supporting, but they do not sign for rank advancement requirements unless they serve as registered leaders and have been designated by the unit leader to approve advancement or are Lone Scout friends and counselors

2

As a Scout completes each of their requirements they will inform their PLC, who will input this information in the advancement spreadsheet, for the Scout Advancement Lead to input in Scout book

*Given that the Handbook is the primary source of truth it is important that the Scout ensures all requirements are signed off in the Handbook and also reflected accurately in ScoutBook.

3

The Advancement Lead, ASPL and SPL will verify all advancement in ScoutBook and will alert the Scout Master and Advancement Chair of upcoming Scout Master Conference and Board of Reviews within the next two weeks

*The Scout must ensure that all requirements are up to date in the Handbook and ScoutBook before requesting a Scout Master Conference or scheduling a Board of Review.

Earning Merit Badges

To earn a merit badge as a scout, you generally need to complete a set of requirements specified by the scouting organization. Here's an overview of the typical process:

  1. Choose a Merit Badge: Select merit badge which will focus on a specific subject or skill, such as First Aid, Camping, or Citizenship in the Community.
    • To become an Eagle Scout, a scout needs to earn a total of 21 merit badges - 13 Eagle required and 8 electives.
  2. Obtain a Merit Badge Pamphlet: These pamphlets provide information about the badge requirements, guidance, and resources to help you learn and complete the necessary tasks.
  3. Find a Merit Badge Counselor: Every merit badge has a designated merit badge counselor. You can find a local merit badge counsellor in Scoutbook
  4. Consult with the Merit Badge Counselor: The counselor will guide you through the process, answer any questions you may have, and help you understand the subject matter. They may provide additional resources or suggest activities to complete the requirements.
  5. Work on the Requirements: Once you have a clear understanding of the badge requirements, start working on them. The counselor will request evidence or documentation of your work.
  6. Get the Requirements Signed off: As you complete each requirement, your merit badge counselor will review your work to ensure you have fulfilled the requirement and sign off on your progress.
  7. Complete the Merit Badge: When you have finished all the badge requirements your counselor provide you with a Blue Card for Merit Badge Application. The blue card serves as an official record of a scout's completed merit badge.
    • The blue card consists of three parts:
      • Applicant's Record: It serves as a record of the scout's personal details and the merit badge.
      • Counselor's Record: The middle part verifies and records the completion of each requirement. The Advancement Chair keeps this copy for their records.
      • Unit Advancement Record: The bottom part is the Advancement Committee copy. The Advancement Chair keeps this copy for their records.
