🦅 Eagle Scout Project Proposal Guide – Signature & Submission Process
For: Scouts pursuing their Eagle Project
Goal: A clean, BSA-compliant proposal with signatures from all required parties, in the correct order, using editable tools, avoiding issues with document lock-out once an electronic signature is applied.
PROJECT PROPOSAL
✅ STEP 1: Complete the Proposal and Fundraising Application
Download the Proposal and Fundraising Application sections of the official Eagle Scout Service Project Workbook from: https://www.troop19shorthills.com/EagleProjectApplication
Open the workbook and complete:
- The Project Proposal section
- The Fundraising Application (if needed)
Save two copies of your filled-in proposal in your Eagle Project folder on the Google Drive as:
\Proposal\LastName - Proposal – Unsigned.pdf
\Proposal\LastName - Proposal – Signed.pdf
✅ STEP 2: Request Scoutmaster and Advancement Chair Signatures
Email your Scoutmaster and Unit Advancement Chair with this message:
“Attached is my Eagle Scout Service Project Proposal and Fundraising Application. Please review and, if approved, add your name and date in the signature fields in both places using Adobe or another PDF editor.
Once both leaders have signed and saved the file, verify that you now have an updated version of: LastName - Proposal - Signed.pdf. with:
- Your signature
- Scoutmaster’s signature
- Advancement Chair’s signature
✅ STEP 3: Get the Beneficiary’s Physical Signature
Option1: Electronic Signature
Email the file or share it with the beneficiary requesting their electronic signature in the proposal and fundraising application (if needed) sections.
Ensure the updated signed pdf document is in your Proposal folder.
Option 2: Physical Signature
Print the proposal document and meet with the beneficiary. Secure physical signatures for the proposal and the fundraising application (if needed).
Use a PDF tool (Adobe Acrobat, Preview on a Mac, PDFsam, iLovePDF.com) to append the scanned beneficiary pages to your signed proposal document.
✅ STEP 5: Send to Advancement Chair for Submission to District
Email your Advancement Chair with the subject: Eagle Proposal - [Your Name] – Ready for District Signature and include this note: “Attached is my completed Eagle Project Proposal with all unit and beneficiary signatures. Please submit this proposal to the District for their review. Thank you.”
✅ STEP 6: Advancement Chair Confirms District Approval
Advancement Chair will email the PDF proposal to the District Representative.
The District Representative will review, may request revisions, and ultimately approve and sign the proposal.
Advancement Chair will ensure the signed approval is posted in the Scout’s Proposal folder and notify the Scout.
The Scout may begin planning the project.
PROJECT PLAN
✅ STEP 1: Complete the Project Plan
Download the Project Plan section of the official Eagle Scout Service Project Workbook from: https://www.troop19shorthills.com/EagleProjectPlan
Open the workbook and complete:
- The Project Plan section
Share with your Project Coach and other advisors to refine your project plan.
Update your Project Plan as needed and execute your project.
PROJECT COMPLETION AND APPROVAL
✅ STEP 1: Complete the Project Report
Download the Project Plan section of the official Eagle Scout Service Project Workbook from: https://www.troop19shorthills.com/EagleProjectReport
Open the workbook and complete:
- The Project Report section
Review the Project Report with your coach and revise as needed.
Sign your Project Report
Secure the signature of your Project Beneficiary.
If electronic, then ask your Scoutmaster for their electronic signature.
If physically signed, present that signature page to your Scoutmaster for their signature, then scan the page and append it to your Project Report PDF file.
Notify the Advancement Chair that your Project Report has been completed.
